In 2025, Brazil passed regulation for iGaming and online betting activities under the Secretaria de Prêmios e Apostas (SPA/MF).
This legally permits licensed operators to offer online gambling, sports betting and casino-type services. Brazil has established a Tier-1 framework, that includes strict compliance requirements and social-responsibility obligations.
Brazil offers a huge player base, engaged gaming community and fast-growing market, positioning it as a very attractive iGaming hub in Latin America.
Brazil’s market is experiencing significant growth and holds an estimated gross gaming revenue (GGR) of approximately BRL 24 billion. It is considered one of the most lucrative markets worldwide, with thriving sports and online casino segments.
A Brazil license signals to players transparency and legitimacy, which builds trust and strengthens the brands credibility. Licensed operators have a reduced risk of legal disputes, protected by Brazil’s robust regulatory framework.
Only licensed operators can advertise, process payments and have access local banking, which is why a license is mandatory to operate in Brazil’s market.
Regulation is projected to create 1 billion dollars in tax revenue and thousands of jobs. Theres huge untapped opportunities for operators in Brazil to make their mark in a massive market, with an enthusiastic player base.
This is the primary license, which covers online gaming and sports betting in Brazil. It is a unified license, which the licence authorises both verticals under one regulatory umbrella. The federal license costs BRL30 million ($5.5m) and the licence permits a five-year operating period. The license timeframe typically takes from 6-12 months to be approved. An operator can have Up to three brands under the federal license.
This license covers physical gambling shops in Brazil. Operators are permitted to run online and offline channels if licensed, but must register each retail point.
This is not considered a full license, it is a mandatory certification for companies that provide platform / PAM systems, sports odds engines, RNG and game providers, payment processors, anti-fraud & KYC systems, and data providers. Suppliers must be approved by SPA/MF to operate in the regulated market.
To obtain the license the operator must complete several legal, corporate and technical requirements. The operator must establish a company in Brazil with a minimum of 20% Brazilian capital.
