Romania’s class 2 licence is available for B2B operators, including service providers and any company that provides product or services to licensed gambling operators in Romania. This ensures all service providers are approved by ONJN.
The licence costs €15,000 annually and is valid for 10 years with annual renewals.
Licence requirements
Operators are required to establish a local presence, meet minimal capital requirements of €200K-1M share capital for B2C operators, and submit documentation to demonstrate suitability, financial soundness, and technical capability. The company must specify gambling activities during formation, maintain a registered office and appoint local representatives for foreign companies.
These requirements in the licensing regime require operators to provide standard corporate and individual documentation, financial evidence, a thorough business plan, compliance measures and internal policies, and technical systems. Servers must be in Romania or within another EU member state or the European Economic Area.
