Finland is on the brink of one of Europe’s most significant iGaming transformations, with its new regulatory regime already accepting licence applications and a competitive market expected to launch in July 2027. The move marks the end of the country’s long-standing monopoly model, opening the door for private operators to offer sports betting, online casino, bingo, and other iGaming products under a unified licensing framework.

Despite a population of just 5.5 million, Finland punches well above its weight as a gambling market. Total gross gaming revenue (GGR) is projected to reach approximately €1.9 billion by 2026, with around 65% generated online across betting, gaming, and lottery products. Player participation is also notably high, with roughly 70% of adults engaging in gambling annually, one of the highest rates globally, highlighting a deeply embedded betting culture and strong digital adoption.

A defining feature of the market today is the scale of offshore activity. An estimated 40% of GGR currently flows to unlicensed operators, representing a substantial leakage of both tax revenue and consumer oversight. Addressing this imbalance is a key driver behind Finland’s liberalisation efforts, with policymakers aiming to channel a significant portion of this activity into a regulated, taxable environment.

Finland’s framework draws clear inspiration from Sweden’s 2019 re-regulation, adopting a licensing model designed to encourage competition while maintaining strict oversight. However, the approach has already sparked debate. Critics have raised concerns around the effectiveness of responsible gambling safeguards and the robustness of enforcement tools to combat illegal operators, issues that have challenged other Nordic markets post-regulation. The success of the Finnish model will depend heavily on the regulator’s ability to act decisively, balancing consumer protection with market competitiveness to ensure high channelisation rates.

In the early stages, the market is expected to experience a surge in activity, with an estimated 30 to 50 operators entering the space. Nordic incumbents and Malta-licensed brands are likely to dominate initial market share, leveraging existing regional expertise and brand recognition. This influx will drive intense competition, particularly in customer acquisition, product innovation, and localisation strategies.

Finland’s digitally mature, high-value player base further strengthens its appeal. High levels of mobile penetration, demand for seamless payment experiences, and appetite for premium content, particularly in online casino and live gaming, create fertile ground for operators capable of delivering high-quality user experiences. At the same time, success will increasingly depend on compliance capabilities, responsible gambling tools, and long-term retention strategies rather than purely bonus-driven acquisition.

Looking ahead, Finland has the potential to evolve into a leading regulated iGaming market in Europe. However, its trajectory will likely follow a familiar pattern: an initial “gold rush” phase marked by aggressive marketing and rapid growth, followed by tighter regulatory controls, consolidation among operators, and a shift towards sustainable, retention-led business models.

Ultimately, the question is not whether Finland will become a significant iGaming market, but how effectively it can balance regulation and competitiveness. If executed well, the transition presents a rare opportunity to capture offshore demand, establish strong market positions early, and build a high-value, sustainable ecosystem from the ground up.
