Armenia joins a growing number of jurisdictions implementing turnover-based taxes on gambling activities. A 10% levy on turnover on all gambling activities including casinos, online games, sports betting, lotteries, and totalisers, was approved by the National Assembly in Armenia earlier this year and came into effect on July 1st.
The legislative changes also include new taxes to gambling winnings with the aim to simplify tax collection and ensure compliance. Large winnings, any single win exceeding 5 million drams, are subject to 5% income tax, and require gambling companies to act as tax agents by withholding 5% tax at the source. Smaller winnings are imposed to 10% income tax on the ‘net win amount’.
Armenia also increased licensing costs in April 2025 and plan to increase them annually until the jurisdiction implements a new Regulatory body. The new regime has fallen under scrutiny by local operators due to its potentially negative effects on market competitiveness and distorted pricing.
